Community Action Partnership of Suburban Hennepin
Community Action Partnership of Suburban Hennepin (CAPSH) is a community action agency working in all of suburban Hennepin County to improve the lives of low-income people. CAPSH provides full-cycle homeownership services to help low- and moderate-income households become and remain successful homeowners. It’s Center for Homeownership offers pre- and post-purchase counseling, foreclosure prevention assistance, reverse mortgage counseling, and information concerning home maintenance. Dakota County Community Development Agency (CDA)
The CDA is a local government agency whose mission is to preserve and expand affordable housing options for low- and moderate-income families in Dakota County. The CDA administers over 30 different programs that serve the communities and residents of Dakota County and manages over 1,800 units of affordable rental housing for working families and seniors. Dayton's Bluff Neighborhood Housing Services (DBNHS)
Dayton’s Bluff NHS’ primary service area includes the East St Paul neighborhoods of Dayton’s Bluff and Payne Phalen. DBNHS' programs and services for homebuyers and homeowners include:
- Homeownership promotion- entry cost and down payment assistance, market rate and reduced rate financing for purchase and purchase with rehab.
- Rehab and repair- low-interest and deferred payment loans for repairs to owner-occupied homes.
- New construction- construction and sale of scattered site new single- and multi-family homes, construction and ownership of affordable rental properties.

USDA Rural Development
This federally funded agency serves rural low-income residents with loans for single-family housing. There are 16 USDA Rural Development field offices located throughout Minnesota. Greater Metropolitan Housing Corporation (GMHC)
This nonprofit developer works with the Minneapolis Community Development Agency to build homes for low-or moderate-income buyers on difficult-to-market lots. Buyers may qualify for supplemental "affordability" loans of up to $15,000 that are payable upon sale of the home. The MCDA also offers assistance with down payments and closing costs. GMHC also operates five HousingResource CentersTM. The HousingResource Center provides homeowners with numerous home improvement loans including, but not limited to:

Construction Management:
The HousingResource Center provides free construction consultations to residents of participating communities. These services include:

Home Ownership Center
Through its community-based affiliates, the Home Ownership Center provides mortgage counseling and education to help low-and moderate-income people become homeowners in Hennepin County and Ramsey County. Home Stretch workshops can help guide you through the entire home buying process and the responsibilities associated with home ownership. Workshops are offered on a regular basis in English, Spanish, and Hmong. Topics include:

Minneapolis Community Planning and Economic Development Department
CPED provides development and financing assistance programs to sustain and improve the residential, economic and aesthetic environment of Minneapolis. The MCDA provides low-interest, long-term and fixed-rate mortgage and home improvement loans; deferred rehabilitation loans; funding to nonprofit developers and individuals to recycle vacant, blighted homes; housing revenue bonds for development of affordable rental housing, and loans and grants to rental property owners and nonprofit developers to develop affordable housing. Minnesota Housing Finance Agency (MHFA)
This office provides housing assistance programs for low-and moderate-income residents, funded primarily through the sale of tax-exempt bonds. The nature of those bonds enables the MHFA to make loans at below-market interest rates to qualified applicants for building, rehabilitating and/or financing single and multifamily housing.
Financing under MHFA programs may be limited and is not necessarily available continuously. The MHFA does not provide information about refinancing. Neighborhood Development Alliance (NeDA)
The community-based organization provides free monthly home-buyer education seminars, advice and information on mortgage products available for various income levels and advocacy for consumer interests with lenders. Northside Residents Redevelopment Council (NRRC)

Richfield HRA
The Housing and Redevelopment Authority, in cooperation with local lenders and the Minnesota Housing Finance Agency, can help city residents with remodeling loans. It also can provide information to Richfield homeowners and new buyers who want to refinance and remodel or buy and remodel homes with one mortgage (up to 95 percent of the home's future value). St Paul Department of Planning and Economic Development (PED) - City Living Home Programs
CityLiving Home Programs offered by the Saint Paul Home Loan Fund make home ownership affordable. The purpose is to offer one-stop shopping services for the life cycle of buying and owning a home, such as home purchasing, home improvement and mortgage foreclosure prevention.
- Mortgage Foreclosure Prevention Program: This program is administered by the Home Loan Fund Housing Counselors, who are certified HUD-approved MMFPA Foreclosure Specialists. For Saint Paul homeowners facing foreclosure, the Housing Counselors will: provide education about the foreclosure process and legal timelines; provide financial and budget counseling services under contract with a certified Budget Counselor; work with the homeowner's lender and evaluate possible foreclosure solutions; make referrals to community resources; and provide one-time loans to cure default (available on a case by case basis).
- Home Purchase Mortgage Lending: Home purchase mortgage programs are available to provide assistance for potential first-time and other homebuyers purchasing homes in Saint Paul. Mortgage programs have been jointly provided over the years with Minneapolis Community Planning and Economic Development (CPED) and are jointly marketed as the CityLiving Mortgage Program. Mortgage loans are funded through the use of federal and state authority to issue Mortgage Revenue Bonds.
Mortgage loans are originated by private lenders participating in the program and by PED's Home Loan Fund, which is an FHA/Fannie Mae/VA approved mortgage lender. A special emphasis by the Home Loan Fund is the origination of purchase or refinance with rehabilitation loans. Additionally, special assistance monies are available in the form of rehab gap financing, affordability gap, and closing cost assistance for eligible lower income households.
- Home Improvement Lending Programs (Owner-Occupied Housing): The PED administers a variety of home improvement programs on a citywide basis. Deferred payment 0% interest due-on-sale loans provide rehab advisor services for very low-income homeowners. Eligible improvements include basic and necessary improvements such as accessibility improvements, correction of lead-based paint hazards, heating, electrical and roofing. Also available are lower interest rate Fix-Up Fund loans which allow you to do more general improvements such as room additions and building a new garage.

Legal services and regulation
Attorney general's consumer division
This office works on behalf of consumers to ensure that state trade regulations and consumer laws are enforced. Although the attorney general's staff cannot represent people in legal actions, mediators are available to negotiate between a consumer and a company. The office also can refer consumers to the best source for assistance or explain what options a consumer may have in pursuing a claim.

MN Board of Assessors
The board establishes levels of licensure and issues licenses to those who meet the education and experience requirements. A free brochure that describes education and licensing procedures for people engaged in valuing or classifying property is available by writing or calling the board's office.

Insurance Federation of Minnesota
The federation is a nonprofit insurance trade organization supported by the insurance industry. Legal Aid Society Inc
The Legal Aid Society in Hennepin and Ramsey counties may be able to provide legal services in civil cases involving problems with mortgage foreclosures and cancellations of contracts for deed. New clients (usually low-income) in Hennepin County should call (612) 334-5970. Residents of Ramsey, Dakota, Washington and Goodhue counties should call (651) 222-4731. There are no fees for those who fall within income guidelines.
Legal Aid Society of Minneapolis
The Legal Aid Society of Minneapolis publishes 22 fact sheets on housing issues, including information about looking for an apartment, security deposits, repair problems, roommates and discrimination. Minneapolis Department of Civil Rights
The Minneapolis Department of Civil Rights enforces civil rights laws and investigates complaints of housing discrimination in Minneapolis. Housing and real estate activities covered by city ordinance include selling, renting, leasing, lending or insuring property.
The department also offers workshops and educational materials designed to help landlords and tenants understand their legal rights and responsibilities. A Fair Housing Manual that explains fair housing laws and gives specific examples of illegal discriminatory practices is available. Services are free. For information, call (612) 673-2582.
MN Department of Administration
- Building codes: The building codes and standards division of the Minnesota Administration Department establishes the state building code. The division provides information on all types of building codes. Call (651) 296-4639. There is no fee for calls.
- Manufactured housing: The Minnesota Administration Department's manufactured housing/ manufactured building section regulates mobile and modular homes and prefabricated buildings; it also can answer consumer inquiries and handle complaints regarding manufactured housing. Accessible Space Inc (ASI)
ASI is a nonprofit corporation that provides accessible and affordable housing opportunities in community settings for adults with mobility impairments, traumatic brain injuries and physical disabilities. ASI also can provide personal-attendant care and supportive living services. Housing is available in the Twin Cities area and in Hibbing, Grand Rapids, Duluth, Brainerd, Austin, St. Cloud, Marshall, Willmar and Stillwater.
Residents who meet low-income guidelines established by the U.S. Department of Housing and Urban Development pay 30 percent of their gross income for rent. AEON
Aeon (formerly Central Community Housing Trust) was established more than 20 years ago to address the loss of 350 units of housing demolished to build the Minneapolis Convention Center. Since then, Aeon has evolved into an award-winning nonprofit provider of quality affordable homes across the Twin Cities. Aeon currently provides homes to more than 2,500 people throughout the Twin Cities Metropolitan Area. Better Business Bureau (BBB)
The Better Business Bureau is a private, nonprofit organization that provides services and programs to assist consumers and businesses. The bureau may be able to provide an interested home buyer, seller, renter or builder with information about a company's performance. Consumers also may register complaints with the bureau regarding consumer business disputes. In many instances, the bureau also can provide arbitration and mediation services.
The bureau publishes pamphlets and books that can help consumers make informed marketplace decisions. Titles include "Home Inspections," "Home Equity Loans," "Real Estate Agents" and "Apartment Renting." The publications are free.

Center For Energy and Environment (CEE)
The Center for Energy and Environment (CEE) is a nonprofit organization that offers a variety of energy-conservation programs on behalf of utilities and public agencies. It has played a vital role in protecting the viability of Minnesota’s housing stock since 1979. Department of Housing and Urban Development (HUD)
HUD is a federal agency that funds and monitors housing projects and housing subsidies, insures home loans, investigates housing discrimination and provides lists of subsidized rental housing in the metro and outstate areas. Habitat for Humanity/Twin Cities
Building community for over twenty years, Twin Cities Habitat for Humanity offers a number of programs to serve the seven-county metropolitan area. In addition to Habitat's traditional program of Affordable Homeownership, which builds and sells homes to families interest-free, they have the Mortgage Foreclosure Prevention Program, which helps low-income families avoid losing their homes through foreclosure, and A Brush with Kindness, the newest Twin Cities Habitat for Humanity program, which helps to restore the exteriors of existing homes.

Generally, licensed real estate agents join a local association, which gives them membership in the National Association of Realtors and the Minnesota Association of Realtors (MAR). Many real estate license holders are not affiliated with Realtor associations; however, most involved with commercial or general residential sales are Realtors.
The MAR supports the state's 24 local boards and their members by, for example, interpreting state and national policies relating to professional standards enforcement, antitrust and equal opportunity.
Twin Cities area boards include the Minneapolis Area Association of Realtors, which includes members from Hennepin, Scott, Carver, Sibley and McLeod counties; the St. Paul Association of Realtors, including Ramsey and Washington counties; the North Metro Association of Realtors, and the Southern Twin Cities Association of Realtors, which also includes members from Goodhue County.
